There is no IEC 61850 Connection in the Palette of the System Diagram

You first have to create a Subnet.

Then a new connection tool will appear, that allows you to connect an IED to this Subnet.

Thus, each Subnet has its own tool to connect IEDs. In case the IED has multiple free Access Points, there will be a dialog to select the appropriate Access Point.
